RFC

- Before even starting an RFC, you have to consider Wikipedia:RFCBEFORE.
- Next, RFC statements should be ideally phrased as short question with multiple clear options. Second, you shouldn't be providing arguments for any particular position in your RFC statement. Examples of proper RFC statements can be found at Wikipedia:RFCBRIEF.
