Template correction[edit]

I corrected this template. I removed the British Overseas Territories from this template because they aren't outermost regions. I removed Greenland and the Spanish places of sovereignty as well because of the same reason as the BOT and added Saint-Martin and Saint Barthélemy because the Lisbon Treaty states that they are outermost regions.
