하일브론에서 태어났다. 아버지는 뷔르템베르크의 공무원이었다. 튀빙겐 대학교에서 경제학, 법, 역사, 행정을 공부했다.

1875년부터 1910년 사이 학술계에 학술정책, 경제, 사회개혁, 경제학에 큰 영향을 미쳤다.
