サー・マイケル・エリオット・ハワード OM, CH, MC, FBA, FRHistS （Sir Michael Eliot Howard, 1922年11月29日 - 2019年11月30日）は、イギリスの歴史学者。専門は軍事史。国際戦略研究所（IISS）名誉所長。

オックスフォード大学クライスト・チャーチ校で学ぶ。第二次世界大戦中はコールドストリームガーズの一員として従軍、イタリア戦線で戦い、二度の負傷を経験した。

戦後は大学に戻り、修士・博士号を取得、1947年よりロンドン大学キングス・カレッジに赴任し、戦争学部（Department of War Studies）創設に携わる。1964年には同学部初の正教授に就任した。1970年からはオックスフォード大学に異動し、オール・ソウルズ・カレッジのチチェリー講座教授（1977-80年）、現代史欽定講座教授（1980-89年）を歴任し、この間には国際戦略研究所会長も務めた。その後、イェール大学歴史学部に軍事史・海軍史講座担当教授として赴任し、1993年に退職する。

クラウゼヴィッツ研究の泰斗として知られ、ハワードらが翻訳・解説を担当した『戦争論』の英訳版は英語圏でのスタンダード（定本）として用いられている。

1962年に第7回ダフ・クーパー賞を受賞。2005年、メリット勲章を受章。
