ヒュー・ミラー（Hugh Miller、1802年10月10日 - 1856年12月）は、スコットランドの地質学者、作家、民族学者である。独学の地質学者で、多くのポピュラー・サイエンスの著書を残し、スコットランドの重要な古生物学者であるとされる。

Cromarty で生まれた。教区の学校で読書に親しみ、17歳で石工として採掘場で働き、スコットランドの海岸を散歩することによって地質学に興味をもった。1829年に詩集を出した。1834年に地方の銀行の事務員となるが、翌年に新聞記者として雇われ、エディンバラに移り、その仕事を生涯続けた。

地質学の著作には The Old Red Sandstone （1841年）、Footprints of the Creator （1850年）、The Testimony of the Rocks （1856年）、Sketch-book of Popular Geology などがあり、Old Red Sandstone （1841年）が最も有名である。この著作はシルル紀後期のアカディア造山運動から石炭紀の間の、堆積について記述されている。ミラーの宗教的信念は、新たな進化の理論に厳しく反対し、聖書の記述を支持する立場に立った。

晩年は病気からひどい頭痛に悩まされ、スコットランドの化石の著書の校正を終えた後、自殺した。ミラーの家は博物館として公開されている。
