It means you're blocked until you convince us there's a good reason to unblock you. For someone who's used different accounts to avoid scrutiny and promote an agenda that could be difficult, but you can read the unblock requests guide linked from "appeal this block" in the above notice to get some advice about how to go about making a persuasive request.
