Twitter is not considered to be a reliable source, it is a social network. It is also a self-published source and as such is considered unreliable. Having a draft declined or even rejected does not get the submitting editor blocked.Worst case if you keep submitting the same draft after multiple decline/reject is the draft is deleted and the topic (Proofsure) 'salted,' meaning that an administrator's approval would be needed to even try again. In general, a person, organization or product added to a list should have a pre-existing article before being added to most lists.
