Tariq Abdelhaleem (طارق عبد الحليم; born 1 September 1948) is an Egyptian Islamist cleric and scholar residing in Canada in Ontario's city of Mississauga and former head of the Dar al-Arqam institution there. Tariq Abdelhaleem, along with Abu Qatada, Abu Muhammad al-Maqdisi, and Hani al-Sibai was praised by Ayman al-Zawahiri, the leader of Al-Qaeda. Although being used as a scholarly reference by the group, he has no direct affiliation. He was born on September 1, 1948, in the al-Jami' ul-Isma'ili area of Cairo. His father was a former head of Tax cassation and a lawyer named Abdul Hafeedh Ahmad from a family of Upper Egypt origins in Qena Governorate. His maternal great-grandfather was a native of the Beheira Governorate called Saleem bin Abi Firaj al Bishri, who was a Shaykh al-Islām and grand imam of Al-Azhar University from 1899 - 1903. His maternal grandfather was Abdul Azeez al Bishri, a memorizer of Hadith, and his mother was Zaynab Abdul Azeez Saleem al-Bishri.
Tariq Abdelhaleem posted a video of himself a "message to the Mujahideen of Egypt" in the aftermath of the overthrow of the Muslim Brotherhood President Morsi calling for violent jihad, and shedding of blood against Egyptian leader Abdel Fattah el-Sisi, cursing Sisi and calling him a Jew, accusing Sisi of being pro-Christian, pro-Coptic and supporting the Coptic Pope.[1]
Tariq declared liberals and secularists as "infidels" and called for them to be killed, in his hopes of accelerate a violent clash between Islamists and secularists and liberals. His work was published by jihadist fugitive Hani al-Siba'i who is wanted in Egypt.[2] Hani al-Sibai wrote an article defending Tariq Abdelhaleem from criticism.[3] Tariq Abdelhaleem issued a joint statement with Hani al-Siba'i condeming ISIS in 2014.[4]
An article engaging in 9/11 truther denial in the Arab times, credited information to Tariq Abdul Haleem.[5]
Tariq gave an interview explaining the role of an Imam in a Mosque to the life of Muslim people.[6] Qaweem wrote an article rebutting Tariq over Tariq's attacks on Tarhuni.[7]
In an article published in the 19th edition of the Turkistan Islamic Party's magazine "Islamic Turkistan" Tariq Abdelhaleem named Buddhists as the enemy in "Turkistan".[8]:38 The Gulf, Jordan, the Levant, and Egypt were named as places of the internal enemy while the Caucasus, Chechnya, Afghanistan, and Turkistan were named as the places of the occupying enemy by Tariq Abdelhaleem.[8]:44
Following the upheavals of 2011 in Egypt, which saw the Muslim Brotherhood gain political power, Abdelhaleem founded what he called the “Sunni Movement to Save Egypt” and became its secretary-general, in partnership with Sheikh Dr. Hani Sibai, who became its assistant secretary-general. During this time, he authored several pamphlets and statements, including “Introducing the Sunni Movement to Save Egypt” and “Our Faith and Our Movement.”
He is an unabashed proponent of the philosophy of two major Sunni Salafi revivalists of the last century: Syed Abul ‘Ala Maududi, the Pakistani author and activist, and Sayyid Qutb, the Egyptian theorist of violent jihad.
Ideologically, Abdelhaleem endorses the tactics of Al-Qaeda and its affiliates. It appears he broadly supports Salafi jihadist ideologues even though he disagrees with them on specific issues. Choosing between Al-Qaeda and Daesh, when the latter first appeared on the scene in the Middle East, was not easy for Abelhaleem, judging by his remarks in one interview.
“The establishment of Daesh in Iraq and then in the Levant has revived in the hearts of many Muslims a dream that was hard to achieve, but now seemed closer,” he said. “This news has quenched the thirst of many Muslims in the desert of defeat ... but events can be unpredictable, and calamities come from where they are not expected.
“We had described the people of Daesh as pure and serious in their jihad, as the martyr Sheikh Osama bin Laden said when it was first formed, and he was joined by Sheikh Ayman Al-Zawahiri. However, time has shown us in the leadership of Al-Qaeda things that erased doubts and replaced pain with hope after the creed of this state began to gradually emerge, revealing its truth and forming a complete picture.”[9]
Canada allows Tariq Abdelhaleem — someone the respected writer and researcher on Al-Qaeda, Thomas Jocelyn, calls “an Al-Qaeda-linked religious figure” — to operate openly within its borders.[10]
