استانبول 103/2029 به مقام جلیل وزارت خارجه تشکیل حکومتی به نام «آذربایجان» در قفقاز که در نتیجه قرارداد صلح میان حکومت سنیه (عثمانی) و روسیه انجام گرفته و معلوم بودن ایالتی به همین نام به مرکز تبریز در دولت عالیه (ایران) و عدم وجود دولتی بدین نام در طول تاریخ تاکنون و به میدان آمدن بخشی از این ایالت در قفقاز، شگفتی سفارت کبرا را برانگیخته و لزوم تجدید نظر و اتخاذ تصمیم ضروری بیان شد.
