Licensing[edit]

   Coalition control: provinces are relatively stable, possess functional local governments.
   Sunni Insurgent control: provinces under de facto insurgent control local governments are affiliated with the Mujahideen Shura Council
   Shiite militia influence: provinces under the influence of the Mahdi Army, Badr Organization or other Shiite militias local governments are infiltrated by militia groups and sympathetic to them.
   Contested provinces: provinces have a significant Insurgent and/or militia presence while still maintaining some Coalition control, area’s are ethnically mixed and local governments are typically not functional
